Registering births and deaths(出生届・死亡届)
Non-Japanese residents do not have a family register, but the Family Registration Law applies in the event a non-Japanese resident gives birth or dies in Japan. In such cases, you must visit the family register counter of the municipality in which you live to submit a notification of birth or a notification of death. This notification will be retained for a period of 10 years.

Procedures for submitting a birth registration when a non-Japanese resident gives birth in Japan
The following procedures need to be undertaken when a non-Japanese resident living in Japan gives birth.
- Submission of birth registration
- Acquisition of status of residence for child
- Submission of notification to government of home country
Where to submit birth registration
Please submit the birth registration at the Family Registry Division counter of the municipality in which you are registered as a resident.
Things you need to bring
- Birth registration and birth certificate (if you gave birth at a medical institution, you will have received a form for birth registration along with the birth certificate)
- Mother and Child Health Handbook
- Passports of father and mother (only if you wish to have the nationalities of the father and mother listed on the certificate of receipt)
Letters you can use for your child's name
- Katakana (please write down the spelling in Roman characters as an additional remark)
- Kanji (for those from countries whose names are written in kanji by law in that country)
What to do in the event a family member passes away
Procedures for submitting a notification of death when a non-Japanese resident passes away in Japan
Please submit a death notification form within 7 days of you knowing the fact that the person in question has died.
*In the case of non-Japanese residents who are married to a Japanese spouse whose spouse has passed away, you need to apply for a change of status of residence, so please inquire at your nearest Regional Immigration Bureau office or branch.
Where to submit birth registration
At the municipal office of the place where the person passed away, or the municipal office of the applicant's address or area of residence
Applicant
- A relative who lived together with the deceased individual (notification can also be made by relatives who did not live together)
- Other people who lived together with the deceased individual
- The homeowner, landowner, landlord or manager of the land where the individual lived
Things you need
- Death notification form (please receive a notification form from the hospital which includes a death certificate (postmortem certificate) written by the doctor who was present at the time of death)
- Application Form for Cremation Permit (obtainable from the counter of the Family Registry Division)
*Submit the Application Form for Cremation Permit at the counter together with the death notification. On the Application Form for Cremation Permit, write down the deceased individual's nationality, current address, crematorium, etc. If there are no discrepancies on the form, you will be issued with a Cremation Permit on the spot.
