City of Manila and Metro Manila National Capital Region

Manila is the capital and central city of the Metro Manila national capital region.
Metro Manila was established in 1975 through Presidential Decree No. 824. At its creation, it encompassed 4 cities including Manila and Quezon—and 13 municipalities including San Pedro de Macati, Marikina, and Muntinlupa. As of 2016, all but one of the constituent municipalities have become cities.

The Metro Manila Development Authority forms the administrative body of the metropolitan area, and Metro Manila Council is its governing board and policy making body.

Of Metro Manila’s 17 constituents, 16 are ranked as HUC (Highly Urbanized Cities; similar to Japan’s government ordinance cities). One of these is Manila, which is a sister city of Yokohama.

Sister cities

In 1963, during the visit of Manila’s Mayor to Yokohama, he expressed the wish to establish a sister city relationship with Yokohama. Following this, the sister city project was realized in 1965 as a result of citizen petitions to the Manila International Sister City Association.
