At the end of January, we compiled a Fiscal 2021 budget proposal totaling ¥2,007.3 billion. In order to prevent this from negatively impacting the lives of our citizens and the Yokohama economy, we have worked hard when compiling the fiscal 2021 budget to secure additional revenue through an even more thorough-going review of city undertakings than before, the further utilization of deficit municipal bonds (COVID-19 countermeasure bonds), and temporary drawdowns of city reserves. We Have Thoroughly Reviewed City Undertakings Taking into Account the Impact On the Lives of Our Citizens and the City Economy Faced with the vast transformation in the societal environment due to the COVID-19 pandemic, every employee in Yokohama City Hall understands the need to review and revise all work processes and programs. From midway through fiscal 2020 we have carried out an even more thorough-going review than before with the goal of achieving ever more efficient and effective administrative management. We have rethought schedules, including those of undertakings in the mid-term 4-year plan, adopted new business procedures appropriate for the circumstances affected by COVID-19, and taken other steps to rigorously hold down expenditures. At the same time, by taking measures to secure additional revenue through various means, we have been able to execute an even greater budget reassessment than in the preceding fiscal year in both monetary terms and in total number of cases. However, the risk of COVID-19 infection shoots up at banquets that include alcohol, or when eating and drinking with large numbers of people, or when eating and drinking at an event for an extended time. Please be especially vigilant and aware of the issues on the right. ● Extended dining or drinking in groups, drinking when entertaining guests, or going from bar to bar late at night raises the risk of infection far more than does a quick meal ●When large groups of people, even just some five or more, are drinking and dining together it is easy for voices to rise. Talking loudly makes it easier for droplets to travel, increasing the risk of infection ● Infection risk goes up when numerous people are talking in confined, closed spaces divided up by doorsills and other barriers ● Drinking from shared cups passed around the table or using the same chopsticks increases the risk of infection ● Talking together at close quarters without masks raises the risk of infection from flying droplets and microdroplets ● When travelling by car or using public transit, please wear a mask and keep conversation to a minimum
