Our First Autumn With the Corona Pandemic The harsh heat of summer has broken at last, and in the cool of the morning and evening we can feel the arrival of autumn. This year it is difficult to hold the festivals, sports and field days, and other autumn events we all hold so dear, and I am sure many of us are experiencing an autumn unlike any we have known before. Yet even in these special circumstances, our community cleanups, anti-crime patrols and other local activities have resumed, and initiatives have been launched to hold community meetings online to keep our local bonds and ties alive. In our shopping districts, restaurants and drinking establishments measures are well advanced to prevent infections, be they hand and finger disinfectants, thorough ventilation, the installations of plexiglass panels to prevent droplet infections, and more. I want to offer my heartfelt thanks to all of you who are doing your utmost in every aspect of your lives as we stand up to the corona virus and reclaim our daily lifestyles and activities. As we did in May and June before, in September the City of Yokohama passed a supplementary budget totaling ¥16.9 billion as one of our “Economy and Daily Life Countermeasure” as we continue to simultaneously pursue both “New Corona Virus Countermeasures” and “Economic Revitalization.” At the same time, in order to further accelerate the creation of new societal practices for the “New Lifestyle,” we will be supporting our residents’ associations and community associations in developing new ways for them to continue to carry out their activities and will continue to support all our business people as they implement infection countermeasures. The better for everyone to appreciate the arrival of autumn, we are holding an Autumn Satoyama Festa at Satoyama Garden next to the Zoorasia Yokohama Zoo with more than 250,000 flowers of some 120 varieties on display. This time the flower exhibition is being broadcast in video so all of you can enjoy it from the comfort of your own homes. At the same time, we are webcasting powerful performances by top artists mainly from Yokohama Minato Mirai Hall at the Yokohama WEB Stage site. The city has now passed another supplementary budget totaling ¥16.9 billion as an additional “Economy and Daily Life Countermeasure” in order to protect our citizens and put in place a failproof system for providing medical care, support corporate activities in order to revitalize our economy, implement employment measures and other strategies to assist citizens in economic distress, and promote school, regional, and administrative digitalization as we continue to simultaneously pursue both “New Corona Virus Countermeasures” and “Economic Revitalization.” There is various other support available in addition to those described here. Please see the City of Yokohama webpage for details. 横浜市 くらし・経済 Search Please check here for inquiries regarding these programs Protecting Our Citizens and Our Medical System We Are Strengthening Our System for New Coronavirus Testing and Consultations Program to support medical institutions accepting new coronavirus patients We will provide financial assistance to clinics and other medical offices that agree to accept citizens who come to us with questions about which medical institutions they can go to for coronavirus tests. The support will be proportional to the number of tests carried out. 【Support Amount】 ¥100,000 – 300,000/month depending on number of tests Program to assist returnees from abroad and individuals who have contacts with who have tested positive to see doctors We will provide financial assistance to medical institutions that provide consultation for returnees from abroad and individuals who have had contact with test positive individuals. The support will be based on the number of patients received in response to referrals from public health centers and other factors. 【Support Amount】 ¥20,000 per patient, etc. Program to support improving patient transportation To enable individuals who require testing because they have just returned from abroad or have been in contact with infected persons to be tested smoothly, we will increase the number of vehicles available to transport such individuals and reinforce the patient transport system. 【Individuals covered】 Individuals or families that cannot use their own cars or other transport Strengthening Patient Admission and Care at Medical Institutions Program to improve admission system for patients with severe or moderate symptoms In order to ensure that medical institutions will be able to accept patients testing positive or otherwise requiring hospital treatment, we will provide subsidies for securing medical equipment and gear depending on the needs of the institution. 【Medical institutions covered】 ① 15 hospitals and medical facilities that are accepting patients with severe and moderate systems. ② 15 hospitals and medical facilities other than those in ① above. 【Support amount (maximum)】① ¥5,000,000 ② ¥2,000,000 Program to improve hospitalization of patients with severe or moderate symptoms We will provide financial support for medical institutions admitting patients testing positive. Program to strengthen Y-CERT By operating Y-CERT, the Infection and Medical Care Coordination Headquarters established in April, all year-round in cooperation with City of Yokohama emergency and disaster medical care advisors , we will prevent any possible collapse of the city’s medical system and maintain our regional medical system. Program to Support Medical Practitioners We will utilize the donations we have collected to support medical practitioners doing their utmost on the frontlines of medicine in order to support doctors and nurses working at medical institutions that have admitted patients with coronavirus infections. 【Medical institutions covered】 ① 15 hospitals and medical facilities that are accepting patients with severe and moderate symptoms. ② 15 hospitals and medical facilities other than those in ① above. 【Support amount (maximum)】 ① ¥10,000,000 ② ¥5,000,000 Regarding the New Coronavirus Infection Testing System and Patient Admission System The New Coronavirus Infection Testing System Utilizing the “Economy and Daily Life” supplemental budget, we are reinforcing our testing system to enable not only individuals with a history of recent overseas travel or who have been in close contact with infected individuals but also individuals who have been identified by their own personal doctors or other medical personnel as possibly having contracted the new coronavirus to be tested at nearby medical institutions without having to go through a public health center first. At present, in addition to PCR testing, LAMP (loop-mediated isothermal amplification) testing and antibody tests are being conducted, and it has also become possible to test for the virus using saliva samples. As a result, the number of tests being carried out in the city has increased dramatically compared to April. ※ The most current information is available on the City of Yokohama website. Admission System for Severe and Moderate New Coronavirus Patients With the cooperation of Yokohama medical institutions, by April of this year we had succeeded in securing 500 hospital beds for the admission of coronavirus patients, primarily those with severe and moderate symptoms. Even at the time when the virus was spreading most aggressively in the city, the number of hospitalized patients remained in the 100 range, and we were able to respond adequately to the outbreak. Should the rate of infections surge again in the future, together with once again securing more hospital beds, the Infection and Medical Care Coordination Headquarters (Y-CERT) will work to arrange for smooth hospitalizations, enabling our regular regional medical care to coexist with medical care for the new coronavirus. MICE Event Support Program By providing MICE (meetings, incentives, conferences, exhibitions) event organizers a subsidy covering a portion of their event expenses, we will promote the holding of safe and assuring MICE events in the city. 【Expenses covered】 Venue fees, online event expenses, infection prevention measures, etc. 【Maximum】¥10,000,000 (subsidizing 2/3ds of expenses) New Coronavirus Countermeasures Credit Guarantee Subsidy Program We are providing subsidies through the end of October to companies using new coronavirus special emergency funds and other special funding mechanisms in order to help them cover the cost of any credit guarantee fees they must pay to the Credit Guarantee Corporation. 【Enterprises covered】Small and medium enterprises in Yokohama that have already reached the upper limit for zero-rate financing provided by the national government and are using the city’s New Coronavirus Infection Emergency Special Funding mechanism or other funding sources. 【Credit insurance fees subsidy rate】 25%, 50%, or 100% depending on degree of decline in the applicant’s sales Supporting the Livelihoods of Our Citizens by Helping Them Find Work and Shelter Emergency Job Creation Program In light of the rising unemployment rate, a deteriorating ratio of job applicants to job offers, and increased prospects for job terminations due to the impact of increased new coronavirus infections, the City of Yokohama will implement its own round of emergency hiring to help address the worsening employment picture. 【Individuals covered】Individuals living in Yokohama who have lost their jobs due to firings, termination of employment contracts, cancellation of previously made job offerings, and other abuses. Online Group Job Interview Program During the new coronavirus crisis, we are using the internet to hold group job interview sessions on-line, avoiding the creation of potentially hazardous crowded spaces. 【Individuals covered】 ① New college graduates and others ② General job seekers looking for new employment due to the deteriorating job environment 【Schedule】① February 2021 ② March 2021 Support Program to Help the Poverty-stricken Become Self-sufficient (Housing Cash Distributions) The City of Yokohama will increase the number of recipients for our housing cash distributions, equivalent to housing rent for a specified period, made to those who have already lost or are in danger of losing their housing due to job separations or business closures. 【Individuals covered】 Individuals who have lost their jobs or experienced business closures within the last two years, or whose income has declined due to temporary business closures or for other reasons and are in the same position as those who have lost their jobs (must meet certain income conditions). Working to Create the New Normal Improving the ICT Environment in Our Schools Program to Equip Our Schools with ICT Environments With the goal of bringing the latest information and communication technology (ICT) into education, we will push forward with installing in-school LAN environments in our public schools in step with our project to provide a computer terminal for every student. Supporting Regional Digitalization Program to Create ICT Environments in District Care Plazas and Other Facilities In order to enable holding classes, meetings, consultations and other activities on-line in keeping with the goals of “The New Lifestyle,”the city will provide grants to meet necessary costs involved in installing ICT environments in district Care Plazas and centers for health and welfare activities. Program to Support New Activity Styles for Community Associations and Neighborhood Associations As part of the “New Lifestyle,” the city will support the creation of new activity styles using ICT both to strengthen community ties and perpetuate and energize the activities of community and neighborhood associations. 【Subjects】Combined district residents’ associations (253 associations) 【Activities】Implement on-site classes and consultations tailored to district needs, including opportunities to directly experience conferences and information sharing tools using ICT. Program to Create New Social Bonds in Suburban Apartment Complexes Using ICT The impact of the new coronavirus has made the long-standing issue of the growing social isolation of elderly residents living in large apartment complexes more urgent than ever. The city will provide financial assistance for activities designed to generate “new ties” among apartment residents in keeping with the “New Lifestyle,” focusing on operators providing regional healthcare and long-term care services.
