Recuperate at home   About the New Coronavirus Epidemic Economy and Daily Life Countermeasures (June 2020) ● Economy and Daily Life Countermeasures (June 2020) schemes will be finalized after`adoption by the City Council ● Various other support schemes are available in addition to the ones described here. In April the City of Yokohama decided on a series of new Economy and Daily Life Countermeasures in response to the new coronavirus epidemic, and is implementing them accordingly. The city has now compiled a ¥18.7 billion supplementary budget as new Economy and Daily Life countermeasures. This budget will enable us to address such issues as securing a robust system for providing healthcare in readiness for a possible second or even third wave of infections. The budget further includes economic countermeasures for spurring the city’s economic recovery, financial support for our citizens, organizations, and business operators that now find themselves in such severe economic straits, and support for reopening our schools and transitioning to what we are calling the “New Lifestyle.” 横浜市 くらし・経済  Search Protecting Yokohama’s Economy and Our Civic Life Small and Medium Size Enterprise Support Scheme We will help subsidize the costs required for the city’s small and medium-size enterprises (SMEs) to adapt to the “New Lifestyle (installing “3C” countermeasures panels and barriers, hygienic countermeasures, and other capital investment). Further, by widely distributing information about these undertakings we will promote the “New Lifestyle” to other companies, shops, and stores as well, triggering a “virtuous cycle” within the Yokohama economy. Expenses Covered: Expenses incurred for adjusting to the “New Lifestyle” (purchases and acquisitions must be made from businesses within Yokohama) Support Ratio & Maximum Amount: SMEs: 90% (Max. ¥300,000), Individual business owners: 90% (Max: ¥150,000) ※ There is also a telework introduction financing scheme available to help cover costs associated with introducing telework. Yokohama Tourism & MICE Revival Support Scheme We will work to produce and market subsidized day-trip travel products, and roll out promotional activities to attract tourism to the city in collaboration with Yokohama-based businesses. Further, when purchasing accommodations in Yokohama online it will be possible to use special bonus coupons tied to the accommodation price (Example: ¥10,000, ¥5,000, ¥3,000). Welfare Services Operational Support The city will distribute support payments to welfare services providers who have suffered a decline in revenue due to self-restraint and other factors in response to the spread of the new coronavirus. Target Providers Support Amount Temporary infant care facilities, special nursery schools, daycare for sick and recovering children, after-school care program clubs Up to ¥3,000,000 per facility depending on the facility’s scale, amount of decline in users, etc. Disabled persons welfare services (mobility support) Long-term care services (visits to care facilities & short-term residential care) Non-registered nursery schools Up to ¥300,00 per facility Comprehensive Countermeasures for Expectant and Nursing Mothers During the New Coronavirus Epidemic In order to enable mothers to have safe pregnancies and deliveries and raise their children safely despite the continuing risk of infection from the new coronavirus, Yokohama is implementing our own new programs in addition to the pre-childbirth infection testing, child-rearing support, and other services being offered at the national level. By implementing our own “Fear-free Infant Health Exams” and other measures, we will provide support tailored to pregnant and nursing mothers. ● Close and personal support for infected pregnant mothers ● Prenatal virus testing for worried pregnant mothers ● On-line health guidance, etc. ● Provision of child-rearing and other support services ● Infection countermeasures support for postnatal mother and child care providers ● Increased financial support for designated infertility treatment fees ● Rollout of safe infant health exams that parents can use with confidence Emergency Support Program for Citizen Initiatives in the Public Interest In order to support citizen initiatives that are strongly in the public interest – be they establishing community centers to support the lives of local citizens, monitoring elderly citizens, providing meals to local children at “children’s diners,” or supporting parents and children – the city will provide subsidies for these initiatives’ continuity during the epidemic, and for their further development during the following recovery period. Further, we will place a coordinator in the Civic Partnership Promotion Center and provide consultation services and other supports for the activities of applying organizations and other bodies. Single-Parent Household Special Fixed Cash Distribution Program (National Government) Special fixed cash distributions will be made to low-income single-parent households in response to the increased burdens on child-rearing and loss of income resulting from the epidemic. Recipients Distribution Amount ① Individuals receiving the childcare allowance as of June 2020. ¥50,000 (additional ¥30,000 for each additional child) ② Individuals not receiving the childcare allowance because they already receive public pensions (limited to individuals whose income is below the cut-off amount for receiving the childcare allowance). ③ Individuals whose income has declined due to the new coronavirus epidemic to a level where they now qualify for the childcare allowance. ※ Recipients in categories ① and ② above whose income has fallen significantly due to the epidemic will receive an additional ¥50,000 per household. Emergency City Employee Hiring Program to Respond to the New Coronavirus Epidemic The city will hire, on a temporary basis, Yokohama citizens who have lost their jobs due to the impact of the new coronavirus epidemic as “fiscal year appointed employees.” Assigning these temporary employees to departments and posts that are overwhelmed with work responding to the epidemic and other issues will help ensure the stable provision of administrative services. 【Hiring target】Approximately 50 employees 【Employment period】Aug. 2020 − March 2021 【Qualifications】Individuals who had a pre-scheduled hiring cancelled due to the impact of epidemic, or who lost existing jobs due to the epidemic (Yokohama residents only). Food Support for Single-parent Households We will put in place a mechanism utilizing foodbanks※ to provide foodstuffs to single-parent households that are experiencing financial hardship due to the epidemic. ※ Organizations and projects that collect foodstuffs that have been slated for disposal but may still be consumed safely from households and businesses, and provide them free to welfare and other facilities.   Protecting Our Citizens and Our Medical System Project to Strengthen PCR Testing Project to Put in Place New Coronavirus Exams at Clinics In preparation for a possible future waves of infections, we will both strengthen our system for simplified specimen testing and put in place a testing system enabling individuals who have difficulty going to a clinic themselves to be tested at home through house-calls and other measures. At the same time, we will increase the number of clinics capable of conducting PCR testing, putting in place a system where more citizens than ever can receive PCR tests close to home. Cooperation Money Program for Securing Hospital Beds for New Coronavirus Patients In recognition of the financial and managerial pressures on hospitals that are cooperating in accepting patients infected with the new coronavirus, the City of Yokohama will make available the city’s own special cooperation money payments to medical facilities that have been setting aside beds for treating severe and moderate new coronavirus cases since April. These payments will be over and above the base rate compensation already provided by the Japanese government’s hospital cooperation money system. Incentive Program for Hospitals Accepting Severe and Moderate New Coronavirus Cases In order to promote the smooth intake of patients testing positive for the new coronavirus and who require hospital care during any future resurgence of the epidemic, the City of Yokohama will provide additional financial assistance to medical facilities that accept inpatients infected with the virus. Yokohama Cluster Prevention Countermeasures Promotion Program In order to implement higher-level risk management against the emergence of new coronavirus infection clusters, the city will establish a Yokohama Cluster Prevention and Countermeasures Team. The team will confirm the state of infection prevention measures in place at medical and other facilities, making recommendations for improvement when necessary. Further, in times of new outbreaks the team will coordinate with the national government and other parties to prevent the further spread of the infection through rapid response measures. Program to Prepare and Stock Evacuation Centers to Handle Infections As a measure to prevent new coronavirus infections occurring at evacuation centers set up at the time of typhoons, earthquakes, or other natural disasters, the city will equip evacuation centers with alcohol-based disinfectant fluid, cardboard partitions, cardboard and other basic beds, and other supplies. Adjusting to the New Normal “New Lifestyle” Support Programs for Children and Child-raising In order to promote Yokohama’s adoption of a “New Lifestyle” in the area of support for children and child-raising, the city will create a new online environment for exchange and training for parents engaged in child-rearing and for their children. We will also implement improvements to the ICT (information and communication technology) environment for securing new human resources. Project to Improve Epidemic Countermeasures in the Schools and Improve the Educational Environment We will continue to implement thoroughgoing infection countermeasures in school facilities.
