Building safe and secure communities Fumiko Hayashi Mayor of Yokohama 　In the morning, new first-graders cheerily walk to school with satchels that are still a little too big for them on their backs. The children are still not completely familiar with the route, and adult members of the community greet them and keep an eye on them so that they do not get in accidents etc. Thanks to their activities, the children can commute to school with peace of mind. 　There are many other people who are engaged in activities to support the community life in Yokohama. They are involved in crime-prevention patrols, campaigns for clean-up and beautification, disaster-prevention drills, classes in transport safety, visits to homes with newborns and to elderly households, and neighborhood festivals. There are even some communities that have opened cafes for everybody, from young to old. These neighborhood activities throughout the year widen the circle of community ties and promote the building of safe and secure communities. 　Because of these activities, the number of confirmed cases of offenses such as burglary and bicycle theft in Yokohama dropped to less than one-fourth of its peak in 2004. The other day, I met with consumer life promoters, who staged a skit for prevention of bank-transfer scams. Such scams are becoming more intricate and causing more losses. In this situation, it was very heartening to learn that inventive and readily understandable programs are helping to raise people’s awareness of crime prevention. 　Steady efforts to promote love of the community and to cherish neighborhood ties lead to everyday living with peace of mind for us all. In the future as well, I hope to provide solid support for these activities and work with all of our citizens for a safe and secure Yokohama. Communities where all can live with peace of mind Community/neighborhood associations for mutual aid and support 　Community/neighborhood associations collaborate with various local groups and engage in a wide range of activities so that residents can live everyday pleasantly with peace of mind. Crime prevention For protection of safety and security 　Eyes that watch over the area are important for prevention of crimes such as arson, burglary, and purse-snatching. Association members help to keep communities safe and secure by keeping an eye on children as they go to and from school and making crime-prevention patrols, etc. Putting efforts into vigilance activities and crime-prevention patrols Interview with the head of a community association 　Children get into the habit of exchanging greetings with adults who watch over them as they go to and from school. Festivals become lively when the people preparing for them and those participating in them unite in spirit. Through routine activities, all members of the community, both young and old, get to know and build ties with each other. An increasing number of people are showing concern for those with dementia and elderly who live alone. I can sense that housing complexes are becoming places where people can continue to live with peace of mind. 　I also believe that protection of safety in the area is an important activity for community/neighborhood associations. 　Crime-prevention activities cover a wide range of activities, including the program for watching over children as they go to and from school and nighttime patrols. I hear that there have recently been increasing cases of scams in which the criminals dupe the victims into giving them cash cards because the era name is going to be changed. In fact, some people we know fell victim to a bank-transfer scam. In community/neighborhood associations, we are warning people to beware of such scams by distributing circulars and speaking out to them. 　As I see it, the aim of the activities of community/neighborhood associations is to make areas whose residents can lead their lives in a pleasant atmosphere and with peace of mind. Keiji Tsuneki President, Federated Community Associations (Minami Ward) Nagata Minamidai Mr. Tsuneki was vigorously active in programs including crime-prevention patrols both day and night, guarding of children, and classes aimed at preventing bank-transfer scams and other crimes over the two years 2016 and 2017. He also conducted patrols in coordination with police and made a vital contribution to the improvement of crime-prevention awareness among local residents and the reduction of the number of crimes. In recognition of this work, he was given a crime prevention contributor commendation by the Yokohama Crime Prevention Association in fiscal 2018. Disaster prevention For mutual aid with the participation of all 　Associations store supplies for use in times of disaster, conduct disaster-prevention drills, and make other preparations for mutual aid in the community in emergencies. 　There is no guarantee that all members of the family will be at home when disaster strikes. Community ties really demonstrate their worth in emergencies. Cleaning and beautification For clean communities that are nice places to live 　Through collection of litter, weeding, and other activities, associations cooperate with the maintenance and management of parks and other local facilities so they can be enjoyably used. They also help to beautify communities by planting flowers along sidewalks and other public places. In addition, they manage rubbish collection spots and work to keep communities clean and make them nice places to live. Child-rearing Do you have any worries about child-rearing? 　Associations involve the whole community in provision of assistance with child-rearing through the operation of child-rearing salons and the activities of children’s groups. They can link parents with members of the community who will help them with child-rearing tasks. Watching over the elderly Is there someone you can rely on nearby? 　Associations watch over elderly living alone and routinely strive to build relationships with them. They also provide programs for walking and other activities in which elderly can have fun building their health while interacting with other people in the community.
