Bringing the wonder of music to all 

Yokohama Otomatsuri 2019, the third round of Japan’s largest music festival, is back again after three years. For two full months until the festival’s close on November 15 the streets of Yokohama becomes the stage for more than 300 musical acts, from professional artists to gifted amateurs alike. Now music literally overflows throughout the city.

The most distinctive feature of Yokohama Otomatsuri is that it is a festival where you can enjoy every musical genre. Classical, Jazz, Pop, Japanese traditional music and more, it is all here. Also not to be missed is unique original content that you will experience nowhere else, from top artists on the world scene taking on new musical challenges to collaborations across different musical genres, and performances that fuse music with other fields like video and art. 

What sets music apart from all the other arts is that it is a form of artistic expression that literally everyone can participate in and enjoy, transcending nationality, race, generations, gender, and disabilities. This time, for the first time, the festival will even use the new “OriHime” personal robot to deliver live performances from the festival venues directly to those who cannot attend in person due to disabilities or other constraints. I hope that you will be able share the joy of music be it in your home or in the hospital with all the immediacy and thrill of being at the concert site yourself.

In Japan we say that autumn is the season of the arts. Please take time this autumn to immerse yourself in music in Yokohama, to discover the sounds you love the most, and to indulge yourself to your heart’s desire.
 
YOKOHAMA OTOMATSURI 2019

Beginning in September, Yokohama Otomatsuri runs for around two months! Below we introduce some especially noteworthy October performances. Many festival events are free, so be sure to come and join the fun.

Overview of Fiscal 2018 General Accounts
The following is a summary of the City of Yokohama general accounts for fiscal year 2018, as reviewed by the Yokohama City Council.

In fiscal 2018 the City of Yokohama reported revenues of ¥1,729.4 billion against expenses of ¥1,716.2 billion, resulting in a current account balance of ¥13.2 billion. Excluding revenues earmarked for fiscal 2019, the city reported a current account surplus for fiscal year 2018 of ¥2 billion.

Municipal tax revenue up for the third consecutive year; municipal tax collection rates unchanged from previous year 

The increase in tax revenue reflects a number of factors. These include a transfer of tax revenue sources accompanying the transfer of public school personnel formerly funded by Kanagawa Prefecture to the city’s jurisdiction, as well as an increase in the number of salaried income taxpayers in the city and other factors that together contributed to higher individual residence tax revenue. In addition, increased business revenue and other factors contributed to higher business residence tax revenues during the fiscal year. Reassessment of land values reflecting trends in land prices resulted in an increase in fixed property tax revenue. The municipal tax collection rate for the fiscal year was 99.2%.

Appropriate management of the debt balance in the general account

Through the systematic operation of municipal bonds reflecting the fiscal targets laid out in the Yokohama City Mid-term 4-Year Plan (2018-2021), the debt balance in the general account including special accounts, business accounts, and fringe organizations increased by ¥2.1 billion year-on-year to ¥3,157 billion.

Promotion of policies and projects in the first fiscal year of the Yokohama City Mid-term 4-Year Plan (2018-2021)

In fiscal 2018, the city moved forward on policies to support child-rearing and address issues of child poverty, beginning with policies addressing the issue of "standby children" waiting for nursery schools. The city also promoted the establishment of regional comprehensive care systems and policies to promote healthy living. In addition to building new infrastructure including construction of the new City Hall scheduled to be completed in 2020, the Yokohama Ring Expressway North-West Line, and the Shinko No.9 Passenger Ship Berth. We are also implementing systematic measures to maintain, renew, and implement disaster prevention, as well as disaster-alleviation measures for public buildings. We have also engaged in supporting small- and medium-size enterprises, fostering new growth fields such as the Internet of Things (IoT) and life innovation, while promoting the creation of Garden City Yokohama.

Shinko Pier Cruise Ship Terminal Opens!

On October 31 (Thurs.) the new Shinko Pier Cruise Ship Terminal (Yokohama Hammerhead) will open in the Minato Mirai 21 Shinko district. In addition to the terminal itself, the new development includes commercial facilities and a hotel. This new development will bring fresh energy and excitement to the Shinko district. Public Registries to Celebrate the Emperor’s Ascension to Throne

New Passport Center at Center-Minami Station!

A new Passport Center will open on October 31 (Thurs.) on the first floor of the Yokohama Municipal Subway’s Center-Minami Station. The center can be used by all people resident in Yokohama. Meanwhile the existing Passport Center on the 2nd floor of the Industry and Trade Center in Naka Ward will remain open for business as usual.

* Yokohama residents may also use prefectural passport center offices, branches, and consultation windows outside Yokohama city if it is more convenient for the applicant due to school or work commutes or other factors.
* Application forms are also available at all ward administration offices service counters.
