At the start of 2017 Fumiko Hayashi Mayor of Yokohama Happy New Year! My best wishes for a fortunate new year for all! This year is going to bring a steady stream of opportunities for broadcasting the appeals of Yokohama and its power as a city we have long nurtured together to others both inside and outside Japan. One is the National Urban Greenery Fair, which opens in March. At this venue, we will highlight the approaches taken by all Yokohama citizens to greening the city, which will be decorated with beautiful flowers and shrubs in all districts, from the central ones to suburban ones that have not been urbanized. Another is the 50th Asian Development Bank Annual Meeting to be held in May. There, we will tell the whole world not only about our support for the Meeting but also Yokohama’s efforts for sustainable urban development and international cooperation. Yet another is the Yokohama Triennale 2017 opening in August. Building on the past installments, we are going to make it a cosmopolitan exhibit that only Yokohama could stage and is even more imbued with possibilities. I must also add that 2017 is the final year of the 2014–2017 Yokohama City Medium-term Four-year Plan. We are committed to doing our utmost to protect our civic life and make full provisions in the fields of welfare, medicine, childcare, education, and disaster prevention. At the same time, we will strive to quicken economic activities, which breed civic vitality, and further condition the urban infrastructure. I am determined to completely fulfill all of the promises I made to our citizens. Two years from now, Yokohama will be hosting the Rugby World Cup 2019 and, in the next year, certain events in the Tokyo 2020 Olympic and Paralympic Games. We instituted a promotional committee in November last year and are making preparations for these events under an all-Yokohama setup. These events are likewise golden opportunities that will focus worldwide attention on Yokohama, and we are determined to have them lead to another leap by our city. In these and other endeavors, I am counting on your support again in 2017! You can receive resident certificates at convenience stores beginning on January 23 (Mon.). January 23 will mark the start of issuance of certain official documents at convenience stores. Nationwide, residents of Japan will be able to obtain documents such as resident certificates at the local convenience store. This service will be available from early morning until late at night, and the fee will be 50 yen lower than that at the windows of ward offices and other such offices (except in the case of family register certificates). First and foremost, stock more than enough drinking water! If the supply of water is cut due to occurrence of a natural disaster, it may not be possible to obtain water at emergency water supply stations right away depending on the degree of damage. In addition, you may have to wait for a long time for your turn to get a supply of water. For this reason, make sure to keep at least nine liters of drinking water on hand for each person in your household. This amounts to three days’ worth of drinking water, assuming three liters per person per day. People waiting in line for water Water is heavy and very hard to haul. If elevators are put out of operation in condominiums or other residences, residents on upper floors will have to carry water up stairs. You don’t have to worry about hauling water if you always keep a good stock on hand in preparation for emergencies. Confirm the location of the emergency water supply station nearest to your home When the supply of water is severed due to damage to purification plants, water pipes, or other facilities in disasters or other emergencies, any person can receive drinking water at emergency water supply stations. These stations are equipped with emergency underground water supply tanks, service reservoirs, and emergency taps. The emergency underground water supply tanks can be used by all residents in the district on a mutual-aid basis beginning right after an emergency occurs. By the end of March, they all will be installed with new signs for easier spotting. Once preparations have been made for water supply in emergencies, flags bearing the same design as the signs will be displayed to denote service reservoirs, emergency taps, and water trucks. Because the emergency water supply stations do not provide containers for hauling water, please ready such containers yourself beforehand. The nine liters of water needed for a supply of three days per person weigh nine kilograms. It is consequently very hard to haul water poured into polyester containers.
