1. Water Rate Structure

Based on our policy of supplying water for daily use at low rates, Yokohama has adopted a rate structure in which water charges are set in accordance with usage categories such as for households and for business use, and in which the unit charge in increased on a progressive basis in proportion to consumption volume.

Charges are made once every two months.
The amount can be decided by multiplying 1.05 with the figure calculated according to the tables below (rounded off to a whole number).

2. Water Rate Reduction and Exemption Systems

(1) Rate reduction / exemption for welfare purposes

For households receiving welfare benefits or medical care assistance (including single-parent households), or families that include the following, a system to exempt or reduce an amount equivalent to the water and sewage basic rates is available upon request.

  • Physically handicapped person (The 1st class and the 2nd class)
  • Mentally disabled person (IQ of 35 or lower)
  • Households with a mentally disabled person (The 1st class)
  • Households with family members who have multiple disabilities (more than two of either the 3rd class physical disability, IQ of 75 or lower or the 2nd class mental disability. A case that 2 mentally disabled people in one family meet the conditions together is also applicable.)
  • Single-parent households receiving medical care assistance
  • In need of care (The 4th or 5th class)
  • Households receiving special child-care allowance
  • Single-parent households receiving welfare benefits

(2) Future Reduction Rate for Social Facilities

(3) Rate Reduction for Flood Damage

If flood damage due to such events as typhoons or other equivalent damage occurs, a basic rate reduction of water charge and sewer charge for 2 months is available.

(4) Rate Reduction for Water Leakage

Consumers are responsible for the maintenance of their own water equipment and are requested to carry out repairs as quickly as possible in the event of any water leakage being detected.

However, even if one pays careful attention, water leaks may occur without knowing.

In such cases, please consult with our customer service center as quickly as possible as a system to reduce some portions of consumers’ charges is available.

3. Application of Basic Rates

If two or more households use one water meter for domestic use in an apartment or a two-household residence, the basic water rate can be applied to each household upon request.

The charge for each household will be decided by adding consumption tax and the total amount of all of the households. The amount for each household will be calculated by dividing the total volume used by the number of households.

Please note that if the volume used on one meter by 2 households in 2 months is 29 m3 or less, the charge will be higher.

*Example (the same will be applied to sewer charge)

I. 70m3 used on one meter by 2 households in 2 months

(i) The charge will be lower if applied, with the amount of 8,656yen.
(a) Divide the volume used with the number of households
70 m3 ÷ 2 households = 35 m3 per household
(b) Calculate the amount using the figure of (a) according to Water Rate Table
{(158yen x 35m3 - 1,408yen) x 2 households} x 1.05 (consumption tax) = 8,656yen
(ii) If not applied, the charge will increase to 12,728yen according to Water Rate Table.
(269yen x 70m3 - 6,708yen) x 1.05(consumption tax) = 12,728yen

II. 28 m3 used on one meter by 2 households in 2 months

(i) The charge will be less if NOT applied, with the amount of 3,166yen according to Water Rate Table.
(158yen x 28m3 - 1,408yen) x 1.05 (consumption tax) = 3,166yen
(ii) The charge will increase to 3,318 if applied.
(a) Divide the volume used with the number of households
28 m3 ÷ 2 households = 14 m3 per household
(b) Calculate the amount using the figure of (a) according to Water Rate Table
1,580yen (basic rate) x 2 households x 1.05 (consumption tax) = 3,318yen

III. 440 m3 used on one meter by 10 households in 2 months

(i) The charge will be less if applied, with the amount of 61,068yen.
(a) Divide the volume used with the number of households
440 m3 ÷ 10 households = 44 m3 per household
(b) Calculate the amount using the figure of (a) according to Water Rate Table
{(226yen x 44 m3 - 4,128yen) x 10 households} x 1.05 (consumption tax) = 61,068yen
(ii) If not applied, the charge will increase to 132,606yen according to Water Rate Table.
(320yen x 440m3 - 14,508yen) x 1.05 (consumption tax) = 132,606yen

4. Charge Payments

Consumers can make payments by either automatic transfers or payment slips.
However, it is recommended that consumers use automatic transfers.

(1) Automatic transfers from bank or post office accounts

The date of such automatic transfers is the 13th of each month following a meter reading month. If financial institutions are closed on 13th such as on Saturdays, Sundays and national holidays, automatic transfer is to be made the next business day. The payment status of the month will be written down on the notice of the next meter reading. The names of financial institutions and account numbers are not written usually but they can be upon request. Also, customers can receive the notice by mail. I. Applications for Automatic Transfers

Customers can apply for automatic transfers at financial institutions. Passbooks, personal seals and customer’s identification documents are necessary.
Waterworks local offices also accept application though this takes more time than applying at financial institutions.
For customers who would like to receive an application by mail, please contact our customer service center.
While the procedures to start automatic transfers are underway, customers are required to make payments by payment slips.
Customers who have moved within Yokohama city can continue automatic transfers from the same account. Please contact our customer service center.

II. Change of bank or post office accounts.

The same procedure for new applications is needed to change automatic transfer accounts. While the procedure is underway, customers are required to pay by either automatic transfers from the previous accounts or payment slips.

(2) Payment Slips

Payment slips according to volume used are sent out for customers to pay at financial institutions such as post offices and banks and convenience stores.
