International Activities

The Yokohama Waterworks Bureau supports developing countries through transferring water supply engineering technology by accepting trainees from overseas and sending experts overseas.
Furthermore, our staff members have participated in seminars and workshops organized by other institutions and organizations to encourage professional development.
The basic concepts of these activities are as per below:

1) International Contribution

“International” is advocated under one of the long-term policy targets set by Ministry of Health, Labour and Welfare. We believe that transferring technology on water supply systems to developing countries that need to improve their water utility management and water supply management leads to international contribution as a water supplier.

2) Human Resource Development

We expect staff to improve their ability and become culturally aware through piling up what they cannot experience in their own countries by engaging in problem solving in water utility in developing countries.

3) Yokohama City Policy

As a mission of a city with worldwide fame, the City of Yokohama seeks to advance international cooperation by providing solutions to urban problems in the Asia-Pacific region as a board member of CITYNET (The Regional Network of Local Authorities for the Management of Human Settlements, N.G.O.). Yokohama is also recognized by the United Nations as a peace messenger city due to its efforts to promote activities toward world peace.

Acceptance of Trainees

In 1987, Yokohama Waterworks Bureau celebrated its centennial anniversary as the first modern water supply system in Japan. On this memorable occasion, we embarked on the Yokohama Waterworks International Training Program and it continued until 2002. Since 2003, the program has been changing its main policy from accepting international trainees to intercity cooperation in cooperation with the Japan International Cooperation Agency (JICA), the Council of Local Authorities for International Relations (CLAIR), CITYNET and other organizations. Yokohama Waterworks Bureau has fully cooperated with the technical cooperative project carried out by JICA in Hue, Vietnam in making use of its experience and accepting trainees from there since 2007.

Yokohama Waterworks Bureau has accepted over 1,400 trainees including short-term trainees at the request from entities concerned such as JICA.

Acceptance of Technical Training Program (Fiscal Year 2006)

169 trainees from 30 countries took part in this program and a total of 621 training days were carried out.

Sending experts and research groups

The first expert visited Afghanistan to transfer water supply engineering technology from Yokohama Waterworks Bureau in 1973. 144 of our staff members have been sent off to 25 nations, mainly to Asia and Africa and 9 were sent to Vietnam and Pakistan in fiscal year 2006.

Human Resources Development Program for Waterworks Sector in the Mid-Vietnam

Partner institution : Hue Waterworks Public Corporation

As Hue Waterworks Public Corporation commemorates its 100th anniversary in 2009, it will issue “Safe Water Declaration,” which is to declare a policy that Hue Waterworks Public Corporation supply safe water to residents. To pursue the policy, it is necessary to establish articles on water quality inspections, maintain appropriate water pressure, making sure of the density of residual chloride in water and so on.
Yokohama Waterworks Bureau is going to support the policy by introducing technologies for supplying safe water from taps which have been enhanced for 120 years since its foundation in 1887 to Hue Waterworks Public Corporation through “Human Resources Development Program for Waterworks Sector in Mid-Vietnam.” Hue Waterworks Public Corporation is expected to play a major role in
Mid-Vietnam and the diffusion of the plan to other regions is also anticipated.
A two-year program on technical cooperation was started on March 1, 2007 after a chief advisor was dispatched from Yokohama Waterworks Bureau. A total of dispatch of 17 experts and the acceptance of 20 trainees are planned in this program for technical cooperation in a variety of areas such as water quality management, water distribution, human resources development and customer service.
