Disaster Prevention Methods

Earthquakes can cause tremendous damage to electricity, gas, water and other essential facilities.
In actuality, however, there is no effective way at present to completely prevent damage to water supply pipelines due to earthquakes.

In order to minimize earthquake damage, Yokohama Waterworks has been working to increase the number and expand the capacity of emergency water supply sites, deploy or store equipment and materials for emergency restoration work and provide both residents in Yokohama and our personnel with training, as well as reinforcing the facilities themselves.

1. Development and maintenance of water supply sites

Yokohama Waterworks has been striving to improve emergency water supply capabilities by establishing emergency facilities such as distribution reservoirs, emergency underground water storage tanks and emergency water hydrants.

Distribution reservoirs and underground water storage tanks always store fresh drinking water to be distributed in times of disaster.

If a severe earthquake occurs, the valve of one tank out of two is closed by radio control from a water purifying plant to secure drinking water. The other tank remains open to supply water for fire-fighting.

(1) Distribution reservoirs --- 23 units

These have enough water for 1 week for residents in Yokohama (49 liters per person)

(2) Emergency Underground Water Storage Tanks --- 134 units

These are provided for residents in areas far from the distribution reservoirs and each one is basically located roughly every 1km in radius to serve residents equally. They are mostly set at elementary schools and junior high schools designated as emergency relief activity bases as well as local emergency disaster-prevention facilities.

(3) Emergency water hydrants --- 358 units

These are installed at elementary schools and junior high schools designated as local emergency disaster-prevention facilities. Water is supplied by connecting earthquake-proof pipes, interim water supply equipment, to these hydrants when water supplies from emergency underground water storage tanks are about to run low (approximately in three days after earthquake occurrence).

2. Securing Drinking Water in Households

Store Water at home!
As a minimum of three liters of drinking water a day is necessary for each person, all families are advised to store at least a three-day supply of water for emergencies. When the Great Hanshin-Awaji Earthquake occured, it took time to establish emergency water supply systems due to the destruction of transportation systems and traffic jams. Therefore, it is encouraged to store at least a three-day supply of drinking water at home. (Approximately 9 liters per person for 3 days in terms of 3-liters consumption per person a day) When water is stored in polyethylene containers, it should basically be replaced with fresh water once every week in summer and once every two weeks in winter and those containers should be stored in dark cool places.

3. Deploying Equipment and Materials

In addition to emergency water supply equipment, water supply tanks and polyethylene containers are also prepared. Moreover, equipment and materials necessary for waterworks restoration are always deployed at water supply sites.

4. Training in Emergency Response Measures

Yokohama Waterworks Bureau performs regular training of emergency water supply procedures at distribution reservoirs and emergency underground water supply tanks as well as emergency gathering training and communication training under the assumption that Yokohama has been hit by a disaster.
