The Transportation Bureau is pursuing what it calls a "Three Cs" campaign to involve all staff in changing work and management arrangements and constantly tackling new challenges to improve customer satisfaction.
The name "Three Cs" derives from the initial letters of the following three words, which act as guides to action by individual employee to help them work to transform the bureau's management.
